3.14 The ORACLE readiness criterion
The passage to decision learning should occur only after the predictive structure required by a decision declaration has been identified to the resolution of its admissible queries.
An ORACLE hypothesis is decision-ready for a declaration \(\mathbb D\) when:
the required core fragments and their overlaps have been identified up to the equivalence respected by \(\mathbb D\);
the information, action, and consistency objects of \(\mathbb D\) are realized in the learned world;
the observer family is separating for every distinction on which the action readout depends; and
unresolved presentation defects are either irrelevant to \(\mathbb D\) or explicitly represented as repair obligations.
Decision readiness is task-relative and weaker than complete categorical identification. It marks the exact boundary between UOCL and UODL: a learner may act once the relevant predictive quotient is stable, even while unrelated parts of its compositional world remain open.
