13.9 Admission and limitations

Admission contract

An ALLORA point is admitted only if individual adapters remain useful, declared order errors improve on held-out inputs, worst-order capability and safety clear their thresholds, and the result is competitive with merging or routing for the intended deployment. Bracket reduction alone is insufficient.

The evidence remains concentrated on small adapters, short compositions, and selected backbones. Pairwise bracket control does not guarantee benign higher-order composition, and local commutators do not capture every nonlinear network effect. The retained strength sweeps and multi-adapter tests are therefore part of the claim, not optional illustrations.
