RADAR separates three sources of value. The apex encoder supplies higher-order information; LINCS supplies compatibility repair; exact audits determine admission. The method cannot reconstruct witnesses discarded before the apex was built, and compatibility alone does not guarantee downstream calibration. Its contribution is an auditable relational realization whose successes and terminal failures remain typed.
